| Kim Decker is entering her final year at Northeastern University School of Law. Before starting law school, Kim earned a masters degree in higher education administration from Boston College’s Lynch School of Education. In this program, her studies included Education Law and Public Policy, and a comparative study of higher education funding mechanisms. Prior to and during this program she worked in student affairs. This summer Kim will work with the Massachusetts Department of Revenue on tax policy issues, with a specific eye on how tax incentives might be used to combat the current out-migration problem in Massachusetts.
SUMMER EXPERIENCE
Working in the Massachusetts Department of Revenue's Rulings and Regulations Bureau of the Legal Division, I had the opportunity to observe and participate in a variety of tax policy projects. In response to Governor Patrick's plan to offer incentives to biotechnology firms locating in the state, I researched incentive packages offered by other states in order to determine how Massachusetts could effectively compete. I also researched and drafted a proposed amendment to a portion of the state's corporate income tax regulation. In addition, I analyzed the taxation of mutual fund service corporations and updated the Bureau's research on the state tax implications of federally recognized Indian tribes in Massachusetts. |
